User-provided ppd (not populated from server) is causing confusing outcome among powerwash |

Issue descriptionObservation: Printer added (including user provided ppd) is preserved (user preferences/profile?) across powerwash. However, ppd files that are not populated from server do not preserve after a powerwash. Thus, printers added via user provided ppd is no longer usable after powerwash. Eventually we might get rid of user-provided ppd since it's not user friendly? But in the meanwhile, we might think of some remedy for this type of printers.
