User-provided ppd (not populated from server) is causing confusing outcome among powerwash

Issue description

Observation:
Printer added (including user provided ppd) is preserved (user preferences/profile?) across powerwash. However, ppd files that are not populated from server do not preserve after a powerwash. Thus, printers added via user provided ppd is no longer usable after powerwash.

Eventually we might get rid of user-provided ppd since it's not user friendly? But in the meanwhile, we might think of some remedy for this type of printers.

We're generally assuming that user provided PPDs are going to be uncommon.  That being said, the behavior is annoying.  We need a storage method that's difficult to abuse.
