integration tests or smoke tests for sandbox on windows

We should add smoke tests or integration tests to verify that sandboxed processes are actually sandboxed adequately e.g. by calling banned APIs or trying to access files that should be blocked by a fully functioning sandbox.

These tests should be disabled if --no-sandbox is specified.
