Chrome should always support multiple copies

Chrome Version: 59.0.3071.104 (Developer Build) Fedora Project (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Set up Canon MX490 printer with Google Cloud Print (local only use)
(2) Select printer from Local Destinations from Chrome
(3) Expand options

What is the expected result?
Ability to specify multiple copies

What happens instead?
No way to specify multiple copies

Chrome should emulate multiple copies for cloud print printers that do not advertise it.

libcxxabi: remove CROS_WORKON_BLACKLIST=1

We need to remove it to enable libcxxabi uprev
when the 9999 ebuild changes.
