[macOS] Regression: Rubberband effect doesn't work any more

Issue description

Chrome Version: Chrome 62.0.3166.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Open a page
(2) scroll up or down until the Rubberband effect (should) appear
(3)

What is the expected result?
To see the Rubberband effect / Elastic scrolling effect when you reach the top/bottom of the page.


What happens instead?
There is no Rubberband effect / Elastic scrolling effect any longer.


This is a regression.

Rubber banding still works for me in 62.0.3166.0, so I need more information.

What hardware are you using? What exact input device are you using?

Can you please paste the output of the following command:
$ defaults read -g NSScrollViewRubberbanding

Hardware: MacBook Air 11" (Mid 2012)
Input Device: Build-in Trackpad
OS: macOS 10.12.6

Thanks. If I delete the default I can reproduce this, and the default should be "true," so it looks like I need to flip that default around.

Forward correct defaults for scroll view rubber banding.

Scroll view rubber banding is enabled by default on macOS, and should be
enabled if the NSScrollViewRubberBanding value is unset.
