[Regression] Chrome froze while working with histograms

Chrome Version: 62.0.3166.0
OS: macOS 10.12

I launched Chrome, clicked around in the collected cookies dialog, and Chrome froze (got the wait cursor and it never recovered). I took a sample which shows the browser process stuck in base::StatisticsRecorder::FindHistogram(), at statistics_recorder.cc:306. Suspecting this recent change:
