DevTools: support re-arranging columns in the Network panel

Issue description

Chrome Version       : 59.0.3071.115
OS Version: OS X 10.12.5
URLs (if applicable) : hnpwa.com


What steps will reproduce the problem?
1. Open up a site and record a Network waterfall
2. Go into dock-to-right/left mode (constrained horizontal space)
3. It's not possible to re-order columns at all. Instead you need to right-click on column headers and check/uncheck individual items until you filter down to the ones you want which feels suboptimal. In my workflow, I'd like to be able to keep all the columns there and just move around columns to focus on the ones I care about at point-in-time.


What is the expected result?

Columns in the Network panel can be rearranged by holding down a column header and moving it to the desired position.


What happens instead of that?

Nothing at present. You have to use the check/uncheck workflow.

Able to reproduce the issue on Windows 7,Mac 10.12.6 & Ubuntu 14.04 using chrome stable-60.0.3112.78 & latest Canary-62.0.3167.0.
Observed that we are unable to rearrange the columns by holding columns headers on devtools-> network waterfall

Observed the same issue from M45 builds.Hence marking it as Untriaged to get more inputs from dev.
