What steps will reproduce the problem?
(1) Launch Chrome from command line with "-NSForceRightToLeftWritingDirection YES" "-AppleTextDirection YES" --force-ui-direction=rtl --enable-features=MacRTL
(2) Go to apple.com
(3) Click the security indicator to get the site info dialog
(4) Click the cookies link in the site info dialog

What is the expected result?
Cookie browser should be RTL

What happens instead?
Browser is LTR

Also, when you click an item in the browser it expands and the browser contents is forced to scroll to the left. It seems the browser is wider than its enclosing scrollview, and the scrolling hides the leftmost expand/collapse triangles.
