[Mac] Bookmark bar tooltip is LTR in RTL mode

Issue description

Chrome Version: 62.0.3166.0
OS: macOS 10.12

What steps will reproduce the problem?
(1) Launch Chrome from command line with "-NSForceRightToLeftWritingDirection YES" "-AppleTextDirection YES" --force-ui-direction=rtl --enable-features=MacRTL
(2) Navigate to apple.com
(3) Click the bookmark star and add apple.com to bookmarks
(4) Make the bookmarks bar visible
(5) Mouse over apple.com on the bookmarks bar

What is the expected result?
The tooltip that appears should be in RTL format

What happens instead?
The tooltip appears to be LTR

Odd. Is this 100%? (Shot in the dark) does it change if you take the quotes off the user defaults args?

Do you mean is it 1x or 2x? It's 1x.

If I do that then Chrome eats the "YES" parameters (it opens new tabs with the URL "YES"). How do you get the Apple flags to be passed in?

Sorry, I meant 100% reproducible

Omitting quotes works, the yes tabs thing is an irritating but functionally harmless side effect.

I just tried it with the quotes and got a repro, so maybe the quotes make the defaults not take?

OK, sorry about that. It works if I remove the quotes. I will check the other bugs I filed as well.
