HitTestAggregator is not tracking pending frames correctly |

Issue descriptionviz::Surface has a FrameData struct that contains all the bits of information associated with a CompositorFrame. That FrameData is moved from pending to active once all dependencies are resolved or a deadline passes. HitTestRegionList should be keyed off FrameData.

With this CL https://chromium-review.googlesource.com/c/589887, CompositorFrameSinkSupport will allocate a monotonically increasing frame index. A Surface can hold two CompositorFrames at a given time: pending and active. A FrameSinkId + frame index uniquely identifies a CompositorFrame from a given client.
