Disable (real) fullscreen mode when DevTools is open

Issue description

Chrome Version: 59.0.3071.115 (Official Build) (64-bit)
OS: Mac, Linux

What steps will reproduce the problem?

(1) Open https://developer.mozilla.org/samples/domref/fullscreen.html
(2) Open devtools
(3) Click on the "fullscreen" icon. (Second from right.)

What is the expected result?

Minimal change to the arrangement of windows. (Perhaps the element expands to take up the entire Chrome window, for example, but not the entire screen.)

What happens instead?

Browser enters fullscreen mode, obscuring all other windows--editor, access log, etc. (See attachment.)
