Non-Regression:Smart Lock message is seen missing when Lock Icon is focused.

Chrome Version: 61.0.3163.11/9765.5.0 dev channel Daisy, Candy & Minnie
OS:chrome

What steps will reproduce the problem?
(1)Launch Chrome, Sign In and Sign out 
(2)In Sign out screen,press tab still the focus comes on Lock icon and Observe(please refer screenshot)

Expected:Smart Lock message should be displayed when focus is on Lock Icon
Actual:No message is displayed

This is a Non-Regression as it is a new feature implemented in M-61

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in M-62

Looks like we can't focus the smart lock message at all now. Should probably fix that eventually.
