Non-Regression: Horizontal scrollbar is not seen in chrome://bookmarks

Chrome Version:60.0.3112.78
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and bookmark a NTP and click on edit
(2)Add many folders and go to chrome://bookmarks and observe

Expected:Horizontal scrollbar should be seen
Actual:Instead, it's not seen

This is a Non-Regression issue seen from the introduction of Material design Bookmarks

Able to reproduce the issue on the latest canary(62.0.3165.0) of Mac OS 10.12.5 as well.

Since this is non-regression issue marking this for Canary milestone.
