[MD Bookmarks] Session restore breaks for MD Bookmarks

Steps to reproduce:

1. Disable MD bookmarks from chrome://flags, relaunch chrome
2. Open bookmark manager
3. Re-enable MD bookmarks from chrome://flags, relaunch chrome

Expected result:

Session should restore with the MD bookmark manager open

Actual result:

Session restores with a broken tab

This will affect any users with a bookmark manager open when they accept the Chrome update for MD bookmarks.

We talked about this and agreed that it's nice to have, but not launch blocking.
