Focus is missing on 'Cancel' and 'Add Extension' button after pressing tab on Add Extension dialog box for Mac 10.12.5 version only

Issue description

Chrome Version: 60.0.3112.78 f901216ec1e383df23283fec9bc8f4e8b67aa0fb-refs/branch-heads/3112@{#671}
OS: Mac(10.12.5)

What steps will reproduce the problem?
1. Launch Chrome, navigate to https://chrome.google.com/webstore/detail/grammarly-for-chrome/kbfnbcaeplbcioakkpcpgfkobkghlhen?utm_source=chrome-ntp-icon
2. Click on ‘ADD TO CHROME’ ('Add Extension dialog' appears)
3. Press Tab and observe

Actual: Focus is missing on 'Cancel' and 'Add Extension' button after pressing tab on Add Extension dialog box 
Expected: Focus should be seen on 'Cancel' and 'Add Extension' button after pressing tab

This is an Non-Regression issue seen from M-45

Note: This issue is seen only for Mac 10.12.5 version

This popup is not from the Chrome web store's web contents, but from
Chrome browser's native UI popup.  This is not a Blink's focus implementation
issue.

I'm not sure this follows the platform convention on Mac OSX, though.
Let UI>Browser>Bubbles triage this issue.

Interesting. This does not reproduce on my 10.13 beta machine. Let me see if I can find a 10.12.5 machine to debug it on...

Found a 10.12.6 machine and reproduced this bug. It's quite strange. Those buttons are ConstrainedWindowButtons, so they do override some of the AppKit drawing code, but nothing that ought to break automatic focus rings, which suggests that we somehow broke AppKit's focus ring code in 10.12 specifically.

That said, this dialog will shortly be replaced by a Views dialog, so it's unlikely this will be fixed per se.
