Regression: Unwanted 'Print' tool tip is seen on PDF.

Chrome Version: 62.0.3166.0 (Official Build)(cohort: Stable)dd5214f6efc02a459d85f09cb9d09383083ea27d-refs/heads/master@{#489161} (32/64 bit).

OS: Windows (8,8.1,10),Mac OS X(10.11.6).

Test URL : http://cb.vu/unixtoolbox.pdf

Steps to reproduce:
1)Launch chrome, go to the  above URL.
2)On PDF click on 'Print' icon in top right corner, click on 'Print using system dialog'  link  on print preview and observe .


Actual Result:Unwanted 'Print' tool tip is seen on PDF.
Expected Result: Tool tip should not be seen on PDF.

This is regression issue broken in 'M 61' and will soon update the bisect info:

Manual Bisect Info: 
Good build: 61.0.3143.0
Bad build: 61.0.3144.0

Note: Issue is not seen on windows-7,Linux(14.04 LTS) and Mac (10.12.3).

Using the per-revision bisect providing the bisect results,
Good build:61.0.3143.0(Revision:482834).
Bad build:61.0.3144.0(Revision:483234).

You are probably looking for a change made after 482854 (known good), but no later than 482855 (first known bad).

Print Preview: Prevent tool tip showing on hide

Hide the preview dialog before sending the message to start the system
dialog so that the tool tip does not appear.

Note: Retested the above issue on Windows (8,8.1,10),Mac OS X(10.11.6) on #62.0.3169.0.
Issue is fixed and is working as intended.
