Regression: 3 dot menu is missing in chrome://bookmarks when zoomed to 33%

Issue description

Chrome Version:62.0.3166.0
OS:Ubuntu 14.04, Windows

Pre-condition: Enable Material design Bookmarks flag.

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://bookmarks
(2)Zoom to 33% and observe

Expected:3 dot menu should be seen
Actual:Instead, it's not seen

This is a Regression issue broken in M-61

Able to reproduce the issue on Mac 10.12.5,Windows 7 & Ubuntu 14.04 using latest canary #62.0.3166.0.

URGENT - PTAL.
Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the M61 branch #3163 ASAP to have enough baking time in Beta before Stable promotion. Thank you!

Know that this issue shouldn't block the release?  Remove the ReleaseBlock-Stable label.

Able to reproduce this issue on Ubuntu 14.04 using chrome latest M61-61.0.3163.31.

looping @calamity, Request you to please take a look. As this issue happens by enabling the  Enable Material design Bookmarks flag, can you please conform if this could be a stable blocker. Issue is tagged with a blocker and has M61 milestone.
