Regression: Unwanted horizontal scrollbar skeleton is seen

Chrome Version: 60.0.3112.78 
OS: Ubuntu 14.04, Win 

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://www.google.co.in/intl/en/about/products/allo-duo/
(2)Open devtools(F12) and navigate to Audits section.
(3)Perform the audit for that page and completely dock it to bottom and observe. 

Expected
Horizontal scrollbar skeleton should not be seen under performance section

Actual
Horizontal scrollbar skeleton is seen

This is a regression issue broken in M-60

Able to reproduce the issue on Win-7 using latest canary #62.0.3166.0.
Issue is not seen in OS-Mac.

the new UI that landed may 2018 doesn't have these scrollbars.
