Hack for unlocking phone, when phone is reported stolen and locked

PRIVACY ISSUE
I reported my phone as stolen by mistake, when i figured out this bug. 
I spoke to one of your customer care execs when I couldnt unlock my phone (after 9 unsuccessful attempts), and after exploring all the possible options, was told that a factory reset is the only available option.

However, here is the catch:
When the phone is reported stolen, the android manager locks it. After multiple unsuccessful attempts to unlock it using the 'phone stolen' password, i restarted my phone. If I do that, i can unlock it using the standard password / fingerprint access (and not the 'phone stolen' password), and simply disable the android device manager for unrestricted access to the phone.

Chrome Version: 59.0.3071.125   ; stable
Operating System: Android 7.1.2

REPRODUCTION STEPS
- report phone stolen
- try unlocking it with the phone password (not the 'phone stolen' password)
- it will give an error
- press start+volume down for a few seconds to restart phone
- unlock phone with standard phone password
- it will unlock
- go to settings
- disable 'Android Device manager'
- unrestricted access to phone!
