Page content overlaps with DevTools pane when emulating

Issue descriptionChrome Version: 60.0.3112.78 (Official Build) f901216ec1e383df23283fec9bc8f4e8b67aa0fb-refs/branch-heads/3112@{#671}(64-bit) OS: Win(7,8,10), Mac(10.12.3, 10.11.6), Linux(14.04 LTS). Steps to reproduce: 1)Launch Chrome, go to chrome://welcome, open Dev Tools, and Dock Dev tools to bottom. 2)Resize Dev Tools window to extreme top, navigate to Audits tab and run Audit. Actual Result: Background contents are overlapping on running audits when Dev tools is Dock to bottom. Expected Result: Background contents should not overlap on running audits when Dev tools is Dock to bottom. This is Non-Regression issue seen from M-60, #60.0.3102.0

This is unrelated to audits and seems to be an issue with emulation in general (see attached screenshot). +cc dgozman, pfeldman for any potential relevant changes or a better owner?
