Regression: Bookmark chip is seen missing on dragging URL from omnibox

Issue description

Chrome Version: 62.0.3166.0 
OS: Ubuntu 14.04 , Windows

Pre-Condition: Make sure material design bookmark manager is enabled 

What steps will reproduce the problem?
(1)Launch chrome and got bookmark manager >> Drag URL from omnibox to page and observe

Expected: Bookmark chip should be seen while dropping URL.
Actual: Bookmark chip is seen missing while dropping dragged URL from omnibox.

This is a regression issue broken in M62.

Able to reproduce this issue on Ubuntu 14.04 using chrome latest dev #62.0.3166.0. Note: This feature is not seen on Mac OS.
