Chrome Version: ToT.

Currently ChromeOS modules are initialized before Profile construction,
but destroyed before Profile destruction, as well.

This complicates some shutdown procedure.
E.g.; exo::WMHelper is used by ArcImeService which is KeyedService whose lifetime is tied to Profile. However, WMHelper is destroyed before ArcImeService.

It's nice if the lifetime of those are nest-ish.
