Regression: [DevTools] Size of vertical scroll bar is not seen perperly under Audit section.

Chrome Version: 62.0.3166.0 (Official Build)dd5214f6efc02a459d85f09cb9d09383083ea27d-refs/heads/master@{#489161} 32/64-bit.
OS: Windows (7,8,10).

What steps will reproduce the problem?
1. Launch chrome, open DevTools window, go to Audit section and observe.

Size of vertical scroll bar is smaller than expected.
Size of vertical scroll bar should seen properly.

This is a regression issue broken in M-62 series, will soon update other info

Below is manual regression range.

Good build: 62.0.3165.0
Bad build: 62.0.3166.0

Note: Issue is also reproducible on Linux OS, will soon update the behavior of Mac OS.

Using the per-revision bisect providing the bisect results,
Good build:62.0.3165.0(Revision:488876).
Bad build:62.0.3166.0(Revision:489161).

You are probably looking for a change made after 489098 (known good), but no later than 489099 (first known bad).
