Cannot launch GPU process and run angle_end2end_tests on Intel Windows OpenGL driver

What steps will reproduce the problem?
Launch GPU process or run angle_end2end_tests on Intel Windows OpenGL back-ends 

What is the expected result?
The launch of GPU process succeeds and angle_end2end_tests can run.

What happens instead?
GPU process crashes and angle_end2end_tests fail to run

The crash issue has been fixed in our internal builds of Windows driver.

This bug has been fixed in the newly released Intel D3D driver:
