Implement IAccessibleTable

There are a number of IAccessibleTable methods that are not currently implemented.  We should implement the following on AXPlatformNodeWin and provide unit testing through ax_platform_node_win_unittest:

get_nSelectedChildren
get_nSelectedColumns
get_nSelectedRows
get_selectedChildren
get_selectedColumns
get_selectedRows
get_isColumnSelected
get_isRowSelected
get_isSelected

This CL implements the following on AXPlatformNodeWin:
