Translate hangs on site with frames |

Issue descriptionChrome Version: 59.0.3071.109 (Official Build) (64-bit) OS: Ubuntu What steps will reproduce the problem? (1) Visit https://www.quackit.com/html/templates/frames/frames_example_1.html (2) Trigger translate through the right-click menu. What is the expected result? The translation succeeds. What happens instead? The "being translated..." bubble is displayed indefinitely. This can also be observed on other pages with frames (e.g. http://www.angelfire.com/super/badwebs/), so I suspect that frames cause the issue.

Quick look at this could have it being an issue with forcing the translation from EN to EN, which is being sent to the translate element as as request for 'auto' to EN. The guess is that the translate code is following an early-out codepath that is not notifying Chrome. Initial logging confirms that the code to iterate the dom to extract the source strings is not getting called. Will add some more logging to the code to see where it is getting short circuited.
