Issue descriptionChrome Version: 62.0.3165.0 dev kevin OS: ChromeOS 9774.0.0 What steps will reproduce the problem? (1) Enrolled device. (2) In the user sign-in screen, click "Add person" if necessary to show the new GLIF sign-in screen. What is the expected result? There should be a "More options" menu as specified in the GLIF design specifications. In the menu should list "Guest mode", "Forget email?", "Keyboard options". What happens instead? "More options" menu is missing from the sign-in dialog.

Working on this. It is caused by a recent change on other platform that we remove the whole menu and put "More option" on subtitle in managed domain flow.
