Missing "More options" menu in the new GLIF user sign-in dialog

Issue description

Chrome Version: 62.0.3165.0 dev kevin
OS: ChromeOS 9774.0.0

What steps will reproduce the problem?
(1) Enrolled device.
(2) In the user sign-in screen, click "Add person" if necessary to show the new GLIF sign-in screen.

What is the expected result?
There should be a "More options" menu as specified in the GLIF design specifications.  In the menu should list "Guest mode", "Forget email?", "Keyboard options".

What happens instead?
"More options" menu is missing from the sign-in dialog.

Could it be that managed-by overrides menu items?

Working on this. It is caused by a recent change on other platform that we remove the whole menu and put "More option" on subtitle in managed domain flow.

This is related to the GLIF feature planned for Launch in M61.
Launch Bug: https://bugs.chromium.org/p/chromium/issues/detail?id=705571

The launch bug appears to have a number of blocks while we're attempting to unblock a pending beta.  Is this change at risk for making M61?

[Auto-generated comment by a script] We noticed that this issue is targeted for M-61; it appears the fix may have landed after branch point, meaning a merge might be required. Please confirm if a merge is required here - if so add Merge-Request-61 label, otherwise remove Merge-TBD label. Thanks.
We fixed this in the webpage. Should not need any change on Chrome side.

It's been verified no more issue in M61.0.3163.30:9765.16.0 earlier today.
