Certificate Details missing from Padlock pop-up

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Open an HTTPS page.
2. Click on Padlock or "Not Secure" icon.
3. Certificate details are missing.

What is the expected behavior?
Users expect to see certificate information, a critical part of assessing the security of the site, in the security icon pop-up. It is not enough for chrome to declare a site as secure or not secure. Users need more information to make that determination themselves. When visiting a site for the first time, where sensitive information is requested, users need to know at what level the site has been validated. Users expect to find answers to questions like: Is the site using a "Let's Encrypt" cert, or is it an EV cert? Is the cert for the expected organization, or something misleading?

Google developers didn't think this through.

Tested this issue on Ubuntu 14.04 using chrome latest stable #59.0.3071.115 by following steps mentioned below.

1. Navigated to https://bugs.chromium.org/p/chromium/issues/detail?id=748352
2. Clicked on secure pad lock icon from omnibox and observed no certificate details is shown

But able to view the certificate details by following the below steps

1. Navigated to chrome dev tools(F12), switched to security tab
2. Clicked on view certificate observed the certificate details displayed

Tested the same on chrome earlier version M54-54.0.2795.0 and observed no certificate details displayed under padlock for https site.

Reporter@ Could you please let us know on which version this used to work before? Please provide the sample URL  for non secure https site for further triaging.
