Network Error screen doesn't recover back to GLIF screen after repeatedly pressing the Back button

Issue description

Chrome Version: 61.0.3162.0 dev peppy
OS: ChromeOS 9765.0.0

What steps will reproduce the problem?
(1) Enrolled device connected to network via Ethernet.
(2) In the user sign-in screen, repeatedly pressing the Back button in the lower left of the sign-in dialog.

What is the expected result?
The GLIF screen should recover after each refresh.

What happens instead?
Sometimes network error is shown after pressing the Back button but recovers. At a certain point, the network error screen stays even though the network might be actually connected.
