GLIF sign-in screen doesn't recover after repeatedly pressing the Back button

Issue description

Chrome Version: 61.0.3162.0 dev peppy
OS: ChromeOS 9765.0.0
What steps will reproduce the problem?
(1) Unenrolled device connect to network via Ethernet.
(2) On sign-in screen, continuously clicking the Back button at the bottom left of the sign-in dialog for 30 times.

What is the expected result?
The sign-in dialog UI should always recover after refresh.

What happens instead?
At the end of 30 clicks, the sign-in dialog was shown blank and did not recover.

Cannot reproduce.

(I believe this has been recently fixed.)
