M60: Installed Flash player is not getting recognized by gapminder.org/world.

Issue description

Chrome Version       : 60.0.3112.72

What steps will reproduce the problem?
Used to work in M59.
1. "Allow sites to run Flash" set to on in chrome://settings/content/flash.
2. Using M60, go to http:// gapminder.org/world on either Chromebook x64, Windows 7 x86 or Mac 10.12.


What is the expected result?

FP should be recognized and download

What happens instead?
Installed Flash player is not getting recognized and download is not started.
Notice when user follows Install FP link, the message displays that latest version of FP is already installed.

Results of running bisect-builds:
You are probably looking for a change made after 464648 (known good), but no later than 464656 (first known bad).

Thanks for filing the issue.Tested in chrome Beta #60.0.3112.72 and canary #62.0.3166.0 on Mac 10.12.5,Ubuntu 14.04 & Win 7 able to reproduce the issue in Beta and not able to reproduce in Latest Canary.

@ lanaintest : Could you please check once the attachment and let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once in latest canary #62.0.3166.0 and let us know the observations of the issue which would help us to triage the issue further.

I think this may be b/c the detection / dataload swf is 0x0px, and blocked even if Flash is allowed as it's not visible content - this causes the "Plugin blocked" broken puzzle piece to be shown in the right side of the omnibox.

if you click on that puzzle piece and select "run all plugins this time", it will work for that one session.

also, if you goto gapminder.org/tools - their updated app, it seems to work w/o flash.
