VoiceOver rects sized and positioned incorrectly if enable-use-zoom-for-dsf is enabled

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Enable VoiceOver
(2) Go to https://permission.site
(3) Click the Notifications button

What is the expected result?
A black rect should appear around the Notifications button

What happens instead?
A black rect appears, but is larger than the button and incorrectly positioned on the page.

Can you tell me anything more about --enable-use-zoom-for-dsf - is it experimental or launched? Is it enabled automatically on some hardware like hi-dpi? How does it relate to all of the other flags that set device scale factor?

I'd be happy to own this and fix it once I better understand what's going on.

It appears to be experimental. I've found a number of other bugs due to this flag, so this one is not alone. I'm not sure how actively it's being worked on.

It's not experimental, it's been launched on Windows and Chrome OS. I think Linux too. We want to launch this on every platform eventually so we can delete the old codepaths. Since it requires people familiar with each platform to iron out any bugs caused by enabling the flag it's been slow to launch everywhere.

I'm happy to answer any questions about the general idea of the flag but I have very little Mac knowledge.

That's good to know. I stumbled upon it on the Mac because UMA opted me into its experiment. I've filed Issue 742416 and Issue 741171, both of which were marked Available P3 so I didn't get the sense the was high urgency with getting the feature working. I'm guessing there are several other bugs with it on the Mac.

bsep@: it looks like --enable-use-zoom-for-dsf is still disabled by default on Mac. Do you know if someone owns enabling it? Is that project still live or abandoned? That will play into how we prioritize this work.
