Escape key for extension shortcuts not possible

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.24 Safari/537.36 Steps to reproduce the problem: 1. open chrome://extensions/configureCommands 2. click in a shortcut field 3. type either Alt+Escape, Alt+Shift+Escape, Ctrl+Escape, Ctrl+Shift+Escape What is the expected behavior? The typed sequence is assigned to the related command. What went wrong? The shortcut is unset. Did this work before? No Chrome version: 60.0.3112.24 Channel: stable OS Version: ubuntu 16.04 4.4.0-83-generic Flash Version: Similar applies to the Tab key. I guess it is implemented here: https://cs.chromium.org/chromium/src/chrome/browser/resources/md_extensions/shortcut_input.js?l=71 I don't see a reason for not being able to assign the Escape key, as there is the cross button to unset a shortcut. I'd like to be able to assign the Alt+Escape sequence for custom commands.

Able to reproduce the issue on MAC 10.12.6, Windows 10 and Ubuntu 14.04 using chrome beta version #60.0.3112.78 and latest canary #62.0.3168.0. This is a non regression issue as it is observed from M45 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
