Unable to reproduce the issue using #60.0.3112.78 on Win 10 as per the steps mentioned in comment #0. Observed the latest result in networks tab when scrolling to bottom. @avoerma: Could you please find the attached screen cast and try upgrading you're Chrome to the latest Beta and check if you still face the issue? Thanks!!

Still same result. Took a similar screencast on the same version: Version 60.0.3112.78 (Official Build) beta (64-bit) Scrolling works properly on other DevTools tabs like Sources, Performance, and Elements.

Unable to reproduce the issue using #60.0.3112.78 on Win-7, 10, Mac 10.12.5, Linux Ubuntu 14.04 as well. Could you please navigate chrome://settings and try creating a new profile with no apps and extension and check if you still face the issue? Please find the screenshot and let us know the update. Removing bisect label since this issue doesn't reproduce from test team end. Add it back if required. Thanks!!

I think I found out what's going on - you can change the zoom levels of the dev-tools window and at certain zoom levels and the scroll issue happens. At the default zoom, it appears fine, but once I zoom out, the scroll bar stops before the bottom of the list. I reproduced this with a new user. Easy work-around by zooming in, so perhaps a trivial bug or windows display issue.
