Static initializers regression in resource_sizes (MonochromePublic.apk) at 488984:488984

Caused by "gpu: Implement passthrough decoder program cache."

Policy is to revert first and then reland with the fix when new static initializers are added.

You can run "tools/binary_size/diagnose_bloat.py HEAD -v" on the fix to verify that no static initializers were added.
