My CL landed without going through the CQ when I tried to send it to CQ

What steps will reproduce the problem?
1. ????

I don't really know how to repro this at all... so here's a story of what happened
1. I had this CL: https://chromium-review.googlesource.com/c/581130/
2. I did a CQ dry run before sending it for review
3. It got reviewed as usual
4. I clicked "Submit to CQ" (I think???)



What is the expected output?
CL gets sent to CQ


What do you see instead?
The CL was rebased and landed immediately. You can see it didn't go on the CQ here: https://chromium-cq-status.appspot.com/v2/patch-status/chromium-review.googlesource.com/581130/4



Please provide any additional information below.
I'm pretty sure I clicked the blue button, whatever it was...AFAIK there isn't a "force land" button that I could have clicked by accident, or was there one I didn't notice?

You somehow managed to hit the "Submit" button instead of the "Submit to CQ" button. This is probably because the plugin which replaced the former with the latter messed up. We plan to fix this by removing the Submit permission entirely so that only the CQ can do that. Apologies for the confusion and I hope we can improve the situation soon :)
