Locale is stuck at english in headless mode

Issue descriptionChrome Version : 59.0.3071.109 (Entwickler-Build) Built on Ubuntu , running on Ubuntu 17.04 (64-Bit) What steps will reproduce the problem? (1) Try to start chromium in headless mode with any combination of LANGUAGE=de_DE and --lang=de What is the expected result? Just like in "not headless" mode, use the German language What happens instead? Everything is still in English My problem is, that if I run my acceptance tests (Codeception) in "normal" mode, all tests pass. In headless mode, my tests fail. Reason: We use a "," to separate numbers, English speaking countries use "."
