Regression: Unnecessary 'Search cookies' field is seen for certain moment after back navigation in md-settings

OS:OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3,10.12.5)

Pre-condition: Enable Force UI Direction flag to RTL from chrome://flags

Steps to reproduce:
1. Launch Chrome, navigate to chrome://settings/privacy > Cookies (Resize the window such that 'Search cookies' field is not visible)
2. Click on sub page arrow button of any cookie 
3. On sub page, click on back iron icon and observe

Actual: Unnecessary 'Search cookies' field is seen for certain moment after back navigation
Expected: 'Search cookies' field should not be seen after back navigation

This is Regression issue broken in M-59 and will soon update bisect info.
