Regression : Autoscrolling issue is observed in devtool's 'Sources' tab.

Issue descriptionChrome version : 61.0.3165.0 (Official Build) ebd65246aab3b4b1cb5bd462388344195420078d-refs/heads/master@{#488876} 32/64 bit OS : Windows (7,8,10) What steps will reproduce the problem? 1. Launch chrome, open devtools on chrome://welcome page and navigate to 'Sources' tab. 2. Hit Ctrl + P to open file list, middle click on list and try to autoscroll file list. 3. Observe. Actual Result : While autoscrolling file list, scrollbar stuck in the middle and autoscrolling stops. Expected Result : User should be able to autoscroll file list completely till the end and scroll bar should not stuck in the middle. This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info. Good build : 61.0.3132.0 Bad build : 61.0.3133.0 Note : Above issue is not reproducible in Mac(10.11.6, 10.12.3) and Linux(14.04 LTS) OS.

It's my patch, but issue seems minor so I'm not planning to work on it for 61.
