Shelf disappears when a11y keyboard shows up.

Please see attached video.

Repro steps:
1. Enable a11y keyboard.
2. Set shelf position to left or right.
3. Click any text field to show a11y keyboard.

Expected result:
The shelf doesn't disappear or the focused window extends.

Actual result:
The shelf disappears.

I will soon check that the same issue happens with the normal VK in table mode or not.

Omri, what is the desired behavior in this case?

This is WAI, that is, both behaviors for VK and on-screen keyboard are fine for *side shelf*

For normal shelf positioning, we would like VK/on-screen keyboard to hide the shelf. This is the case today, so WAI.
