Regression:Unnecessary blink of focus is seen near 'Email or Phone' field when focus comes to Back button on tabbing

Chrome Version:62.0.3164.0/9773.0.0 dev channel Daisy,Candy,Minnie

What steps will reproduce the problem?
(1)Recover Build ->Go to Sign In overlay ->Press tab and Observe the focus (Kindly refer video)

Actual: Unnecessary blink of focus  is seen near 'Email or Phone' field when focus comes to Back button on tabbing
Expected:Unnecessary blink of focus  shouldn't be seen near 'Email or Phone' field  when focus comes to Back button on tabbing

This is a regression issue as same is working fine in 61.0.3159.8/9756.1.0 dev channel Daisy

Note:Issue is not seen in Windows, Linux OS

Tested this issue on 62.0.3197.0/9885.0.0 dev channel Daisy,Candy,Minnie and able to reproduce the issue from the steps mentioned below:
(1)Recover Build ->Go to Sign In overlay ->Press tab and Observe the focus
