Regression: On settings page, when navigated to other pages text appears to be flickering

Chrome Version: 62.0.3165.0
OS: Ubuntu 14.04

Prerequisite: Upgrade the build

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://settings/ >> Zoom the page to 200% (2)click on any settings eg :manage passwords, auto fill and observe

Expected 
Flickering of text should not be seen

Actual
Text("Manage password") and back arrow is seen flickering

This is a regression issue seen in M-62

Note: Issue is not reproducible on fresh installation and windows operating system

Will update the bisect info soon
