Tabs and menus font are too big

Reported by akontsev...@gmail.com, Jul 24 2017

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:54.0) Gecko/20100101 Firefox/54.0

Steps to reproduce the problem:
1. Installed KDE Plasma 5.10 with Hi DPI support. Most applications fonts looks fine there.
2. I have 52 DPI FULL HD 42" monitor - quite low-dpi
3. Tried to run Chromium with flags: --force-device-scale-factor=0.5 --high-dpi-support=1

What is the expected behavior?
Reduce fonts sizes.

What went wrong?
Seems --force-device-scale-factor does not support scale less than 1. In my case I need about 0.5

Did this work before? N/A

Chrome version: 59.0.3071.109 Channel: n/a
OS Version: Ubuntu 16.04
Flash Version: Shockwave Flash 26.0 r0

Could set screen DPI to fake value about 96 however do not like to do it because of single app.

Chromium font sizes attached comparing to FF.

Think porting to GTK3 under Linux which has HiDPI support should solve the issue. What do You think? Or it is already ported?
running firejail --private=~/.local/share/home/ chromium with clean home dir causes normal font sizes. What files with env settings in home dir chromium reads at startup to clean them? Thanks!

Please reopen! why You have closed it?! Issue exists in Chromium, and therefore in ALL electron applications: Skype, Riot, VS Code, etc, etc.
