codesigning fails on iOS with pending clang roll

If this isn't some form of operator error, this is very concerning since it could make the clang roll to that revision fail. We should figure out if this is really new with the new clang, and if so, bisect what in llvm land caused this.

(Also, we have no public trybots to detect this type of problem, and the internal clang tot bot has been red due to  issue 747725  for close to 2 weeks because nobody looks at it, so nobody noticed it there either. Some movement on issue 723764 would be good.)
This may be PEBKAC.  I ran this remotely over ssh since I had lousy wifi, and it's likely codesign failed because I hadn't run `security unlock-keychain`.
