Provide an option to block external protocol handling in normal mode

Steps to reproduce the problem:
1. click a link with an "intent:" url to play store

What is the expected behavior?
Ask for user confirmation similar to desktop chrome

What went wrong?
chrome launches play store without user confirmation

Did this work before? No 

Chrome version: 59.0.3071.125  Channel: stable
OS Version: 6.0.1
