Allow Chromebooks with dead batteries to receive Critical Updates while on charger

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.66.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.72 Safari/537.36 Steps to reproduce the problem: 1. Use a Chromebook that has a dead or low battery - leave plugged into charger. 2. Receive a Critical update notice 3. Attempt to install the update, but receive warning that battery must be at 30% 4. Impossible to update if battery is dead. What is the expected behavior? Should be able to install Critical updates just like other updates. What went wrong? Battery level requirement is different. Chromebooks with completely dead batteries cannot receive the update at all. If the update is "Critical", this is a "critical" issue! Did this work before? Note - unable to test if this is a bug or WAI - what happens with Chromeboxes or other devices that do not have batteries? Is this only a Critical update issue, or a new WAI? #CBC-RS/TC-watchlist

Completely understand the thought process behind this feature but I agree with Jim. If device has a defunk battery how does CrOS handle this?
