Download stops when chrome is in the background

In M59 user feedbacks, an increasing number of users complaints downloads stopped when chrome is in the background, I think our java download code has already handled that, but maybe worthwhile to take a look.

xingliu@ can you link some related reports here?  It might be nice to see the activity log to see what's happening with the service/activity lifecycle.

jming@ is moving downloads to a foreground service which should fix this in general, although this current feedback might be associated with other bugs in the current code.

Hi,

These two reports are from feedbacks where we may have logs. Others are comments in play store which don't have logs.
