Perf try jobs from perf dashboard broken at r 488483

https://chromium-review.googlesource.com/c/580492/ removes tools/run-perf-test.cfg. This file is still used by the perf dashboard to run perf try jobs: https://github.com/catapult-project/catapult/blob/master/dashboard/dashboard/start_try_job.py

Simon, is there a better way to kick off a perf try job than by using this file? Should we bring it back until pinpoint supports perf try jobs?

Now reverting that change -- it looks like the perf try job recipe doesn't depend on any scripts like run-bisect-perf-regression.py that depended on src/tools/auto_bisect, so fortunately I think that we can just revert the change that removed the cfg files (https://chromium-review.googlesource.com/c/580492/) without having to also revert the change that removed src/tools/auto_bisect.
