Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. chrome.exe --user-data-dir=/new/folder 2. Sign in to Chrome with <Google Account 1>. 3. At the top right, click the button with your name or People. 4. Click Manage people. 5. Click Add person. 6. Check the box next to "Supervise this person to control and view the websites they visit from [your Google Account]." 7. Select <Google Account 1>. 8. Click Save > "Okay, got it". 9. At the top right, click the button with your name. 10. Click Exit and childlock. 11. Switch to Person 1 (supervised profile). 12. At the top right, click the button with "Person 1 (Supervised)". What is the expected behavior? In step 12, "Guest" option should not be available. This is specified in https://support.google.com/chrome/answer/6130773 : > Note: If there's a supervised user on your computer, Guest mode isn't available when all > non-supervised profiles are locked. What went wrong? In step 12, "Guest" option *is* available and can switch to it. Did this work before? I'm having issues with this bug too. Both of my supervised users can (and have) been using the guest access to get to things they were not supposed to. I had assumed they couldn't since this bug did NOT used to be there and I was checking their use history. Very disappointed that this cropped up. Makes the Supervised Users setting completely and totally useless.

@ loorongjie: Could you please create new profile without extensions and apps.Re-check once in latest chrome stable/Canary and let us know the observations of the issue which would help us to triage the issue further. Thanks in Advance.

@rbasuvula, thanks for taking a look. Using the same procedures as original report. # Chrome Canary 64.0.3262.0: Work as expected. In step 12, "Guest" is not available in supervised profile. # Chrome Stable 62.0.3202.89 Some surprises here. In step 6, "Supervise this person to control and view the websites they visit from [your Google Account]." does not appear. Unable to proceed. # Conclusion Some CLs between Chrome 59 and 62 broke supervised mode even further, then the fix was landed between Chrome 62 and 64. Can you run a bisect for this? Attached a few screenshots for your reference.

@rbasuvula, sorry, my last report was faulty. I checked Chrome Stable 62.0.3202.89 again. I can see "Supervise this person to control and view the websites they visit from [your Google Account] in step 6 (for some reason this option was not available yesterday). In step 12, supervised user cannot use Guest mode. This means the bug has been fixed in Chrome Stable. Please close the bug.
