Label with tabindex shows focus outline while mousedown

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Example URL: https://output.jsbin.com/vumejaviwe Steps to reproduce the problem: 1. Make a form, add a label for a radiobutton with tabindex="1" (ie >= 0) 2. Click the label 3. The label is now focused with the blue outline while mousedown, this does not occur if there is no tabindex on the label. 4. Release mouse. The selection "box" disappears again, making it _feel_ like you are doubleclicking. For an example: https://output.jsbin.com/vumejaviwe What is the expected behavior? The label shouldn't be selected and then deselected. What went wrong? The select "box" or outline shouldn't appear. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Yes Chrome version: 59.0.3071.115 Channel: stable OS Version: 10.0 Flash Version: I added the jsbin example as an attachment as well.
