Feedback button should autopopulate Infra>Platform>Config component

Steps to reproduce:
1) Click the feedback button in the lower right corner of the new UI

Expected result:
2) Bug template is filled with appropriate component for luci-config app

Actual result:
2) No component

config_service: Fixed feedback button to autopopulate important fields

Changed the link in index.html to redirect users to the correct feedback
page.
